Suffolk County Executive Steve Bellone, in his remarks introducing Cuomo, said the new tax law made the end of the year less relaxing for residents.

“They were scrambling around trying to figure out whether they should pay their property taxes early,” Bellone said. “That was a new one for us.”

“Everybody should have the right to be there when their spouse is giving birth,” Cuomo said at the International Brotherhood of Electrical Workers Local 25 office in Hauppauge. “Everybody should have the right to be there when their father or mother is sick and needs help.”

Cuomo, who signed an emergency order allowing all property owners to prepay 2018 taxes, said the federal law meant the process of issuing tax warrants that usually took months had to be done in a week.

The program is paid for through payroll contributions of up to $1.64 per week, depending on a worker’s income. Full-time employees at private companies who have worked at least 20 hours a week for at least half a year are eligible. Part-time employees are eligible for the benefit after working 175 days.

Cuomo signed the program into law in 2016. The amount and duration of the benefit increase in 2019 and 2021.

Cuomo touted the program as one of three improvements for working and middle class New Yorkers. The minimum wage on Long Island increased Sunday to $11 per hour from $10. New state tax rates that are being phased in will save the average Long Island taxpayer $301 in 2018, according to a news release from the governor’s office.

“These are crazy days … the county had to figure out all the numbers and get the offices opened, people had to come out of their homes and get on line,” Cuomo said.

Boysen said he believes his major challenge will be dealing with declining reimbursements for services. He said that will mean every department will need to be focused on efficiency.

Boysen has been a guest lecturer at Oregon State University, Pacific University and Western University of Health Sciences and is an adjunct faculty member at Oregon State and Pacific University.

“We already have a well-integrated system and we are providing a high level of care,” Boysen said. “If we can be extremely efficient and provide services more affordably for our communities, that will help keep us going forward in the future.”

“We had gone back to the Midwest in part to be closer to our families,” Boysen said. “What we learned is that we love the mid-valley and we’ve become Oregonians. We have made our home here. We appreciate the people of the communities we serve. It was a very good learning opportunity about where we belong.”

“I had always thought about going to law school,” Boysen said. “After my internship in the hospital in college, I found a way to do both at Iowa.”

He volunteers with Willamette Neighborhood Housing Services, the Center for Nonprofit Stewardship, Big Brothers Big Sisters and Trout Unlimited. He also serves with the Corvallis Vision 2040 Implementation Group.

Northumbria Police said it creates a huge demand on the staff working in the communications centre who often have to deal with non-police matters instead of genuine emergencies.

“We put plans in place to try and manage that demand but we do want to ask the public to help us by only calling us if they need urgent police assistance.

“There you will find other numbers for agencies who may be more appropriate to deal with your query. You will also find an online reporting form where you can submit a crime report without having to call us.”

Chief Inspector Stewart added: “Hundreds of calls come into our communications centres every day and we want to be able to deliver an outstanding service to everyone who gets in touch.

The public should always call 999 in an emergency, which is when a life is at risk or a crime is happening.

Now police have asked the public to consider reporting non-emergency incidents online – and to only call if they need urgent assistance from police.
